Abstract

One of the unsolved question of the Tanzimat period is whether Fuat Paşa wrote a political testament. It is quite possible that there may never be a definite answer to this question. But the document which is usually entitled "Fuad Paşa's Political Testament" is interesting and important to the historian of the nineteenth century. It is a clear and cogent analysis of the foreign policy which the Ottoman Empire should pursue, and it also sets forth fundamental considerations on domestic reforms necessary to revitalize the empire.
