İlhanlılar
devrine ait Farsça fermânların protokol, metin ve sonuç olmak üzere üç bölümden
oluştuğu söylenebilir. Protokolde dua cümlesinin yanı sıra, fermânın kimin
adına gönderildiği ve gönderenin adları zikredilir. Metin kısmında belgenin
ilgili olduğu kişilerin adları, fermânın düzenlenmesine neden olan konu, niyet
beyanı, olayın tekerrüründe verilecek ceza ile tehdit etme, düzenlemelere
uyulması ve onlara güvenilmesine davet etme ve istekler; Sonuç kısmında tarih,
mekân, dua cümlesi ve diğer dinî formüller yer alır. Moğol devrine ait Farsça fermânların tarz
olarak farklı versiyonlarına rastlanmaktadır. Bu çalışmada İlhanlı hükümdârı
Olcayto devrine ait iki fermân örneği ele alınmış, bunların tercümeleri ile
birlikte değerlendirmesi yapılmıştır. Bunlardan birincisi Emîr Kutluğşâh’a ait
olup, Erdebîl eyâleti sınırları içindeki vakıfların uygunsuz kullanımı ile ilgilidir.
İkincisi Vezîr Sa‘dü’d-dîn’e ait olup, birinci fermânın tasdiki mahiyetindedir.

It
can be said that the Persian firmans belonging to Ilkhanidar era consist of
three parts as protocol, text and conclusion. In the protocol, besides the
prayer list, the name of the sender and the name of the addressee are
mentioned. In the text section, the names of the persons to whom the document
relates, the subject of the arrangement of the firman, declaration of
intention, threatening with repetition of the case, observing the regulations
and inviting them to trust and requests; In the conclusion, history, space,
prayer codes and other religious formulas are included. Different versions of
the Persian firmans belonging to the Mongol era are found in style. In this
study, two firman examples belonging to Ilkhanid ruler Olcayto were handled and
evaluated together with their translations. The first of these belongs to Emir
Kutlugshah and concerns the improper use of foundations within the borders of
the Erdebil state. The second one belongs to Vazîr Sa'dü'd-dîn and is the
confirmation of the first firman.
