Social Work During the Covid-19 Pandemic Period in Turkey

Abstract

Social work, as a scientific discipline and practice-based profession, closely deals with social problems and disadvantaged individuals in the society. According to person in environment perspective, social work deals with the society and the individual as a whole in order to meet the basic needs of the individual, family, groups, communities and societies, to increase and strengthen their social functions, to provide psychosocial support and to improve the general welfare and well-being of the society. The purpose of this study is to examine the social work during the Covid-19 pandemic, which is defined as crisis, in the context of Social Service Centers (SHM) and municipal social service units in Istanbul. In this study, a total of 80 professional staff and managers were interviewed from 45 institutions, 28 SHMs and 17 municipal social service units. Findings is discussed under three headings respetively; before the Covid-19 pandemic, during the pandemic period and current problems. The ovrell goal of this research is to understand and analysis how social work is performed during the crisis intervention phase before and during the pandemic process. According to the findings, some of the services provided before the pandemic were suspended during the pandemic cycle, new services emerged in terms of crisis intervention, meeting urgent needs and social assistance have come forward. On the other hand, as the applications are received digitally, the workload of professional staff has increased and there emerged condrictions in social work duties and tasks.

Türkiye’de Covid-19 Pandemisi Döneminde Sosyal Hizmet

Abstract

Sosyal hizmet bir bilimsel disiplin ve uygulamaya dayalı meslek olarak toplumdaki sosyal sorunlar ve dezavantajı konumda olan bireylerle yakından ilgilenmektedir. Sosyal hizmet; birey, aile, gruplar, topluluklar ve toplumların temel ihtiyaçları karşılamak, sosyal işlevlerini artırmak ve güçlendirmek, psikososyal destek sağlamak ve toplumun genel anlamda refahı ve iyilik halını geliştirmek amacıyla toplumu ve bireyi bir bütün olarak ve çevresi içinde ele almaktadır. Bu çalışmanın amacı kriz olarak tanımlanan Covid-19 pandemisi döneminde sosyal hizmet sunumunu İstanbul’da bulunan ve sosyal hizmet sunan Sosyal Hizmet Merkezleri (SHM) ve belediye sosyal hizmet birimleri örnekleminde incelemektir. Araştırma kapsamında toplam 80 meslek elemanı ve yönetici ile 45 kurumda; 28 SHM ve 17 belediyede görüşmeler gerçekleşmiştir. Bulgular bölümünde Covid-19 pandemisi öncesi, pandemi döneminde sosyal hizmet sunumu ve yaşanan sorunlar üç başlık altında ele alınmıştır. Burada amaç pandemi öncesi ve pandemi sürecinde sosyal hizmetin krize müdahale aşamasında nasıl bir performans gösterdiğini anlamak ve durum analizi yapabilmektir. Araştırmadan elde edilen bulgulara göre pandemi öncesi verilen hizmetlerin bir kısmı pandemi döneminde askıya alınmış, krize müdahale anlamında yeni hizmetler ortaya çıkmış, acil ihtiyaçları karşılama ve sosyal yardım ön plana çıkmıştır. Diğer taraftan başvuruların dijital olarak alınması sonucu meslek elemanlarının iş yükü artış göstermiş ve görev karmaşası yaşanmıştır.
