Public Service Motivation and University Students’ Career Choices

Abstract

The aim of this study is to analyze the desire of undergraduate students studying at the faculties of education, economics and administrative sciences, theology, and health sciences to work in public institutions and their expectations and views regarding working life within the context of the Public Service Motivation Theory. The Public Service Motivation Theory explains individuals' desire to work in the public sector through value-based motivations such as commitment to the public good, producing social benefits, compassion, and self-sacrifice. The survey, conducted with 389 students, revealed that participants strongly preferred the public sector and that this preference was a conscious choice rather than a necessity. It was observed that the desire to contribute to the public good was a strong motivator in career choice, but that financial factors and working conditions (salary, regular working hours, job security, etc.) were also influential. On the other hand, students' responses were also related to their fathers' levels of education and to whether they were satisfied with their department. In conclusion, it was observed that the preference for the public sector was influenced by both value-based motivations and economic and organizational conditions.

Kamu Hizmeti Motivasyonu ve Üniversite Öğrencilerinin Meslek Tercihi

Abstract

Bu çalışmanın amacı, eğitim fakültesi, iktisadi ve idari bilimler fakültesi, ilahiyat fakültesi ve sağlık bilimleri fakültelerinde öğrenim gören lisans öğrencilerinin kamu kurumlarında çalışma isteklerini ve çalışma hayatına ilişkin beklenti ve görüşlerini Kamu Hizmeti Motivasyonu Kuramı bağlamında incelemektir. Kamu Hizmeti Motivasyonu Kuramı, bireylerin kamu sektöründe çalışma isteğini, kamu yararına bağlılık, toplumsal fayda sağlama, merhamet ve özveri gibi değer temelli motivasyonlarla açıklamaktadır. 389 öğrenci ile yapılan anket çalışması, katılımcıların kamu sektörünü güçlü bir şekilde tercih ettiklerini ve bu tercihin bir zorunluluktan ziyade bilinçli bir seçim olduğunu ortaya koymuştur. Kariyer seçiminde kamu yararına katkıda bulunma isteğinin güçlü bir motivasyon unsuru olduğu gözlemlenirken, mali faktörler ve çalışma koşullarının (maaş, düzenli çalışma saatleri, iş güvencesi vb.) da etkili olduğu görülmüştür. Öte yandan, öğrencilerin yanıtlarının babalarının eğitim düzeyi ve bölüm memnuniyeti ile de ilişkili olduğu belirlenmiştir. Sonuç olarak, kamu sektörünü tercih etmenin hem değer temelli motivasyonlar hem de ekonomik ve örgütsel koşullardan etkilendiği gözlemlenmiştir.
