Abstract
Antalya, along with its districts, has 640 km of coastal length, including indentations and overhangs. However, the fishing sector is not developed compared to other sectors in the region. This situation is closely related to the problems faced by the fishing industry from past to present. This study aims to develop an economic sustainable horizontal cooperation and establishment of a network organization among the producers organizations with increased capacity in line with a program focused on increasing the technical capacity, in order to transform the fishing sector into a dynamic sector that contributes to the city economy in Antalya. First of all, in line with this purpose, the current situation of the fishing sector in Antalya has been revealed with statistical data. Fisheries sector reports prepared in Antalya scale were evaluated in order to identify the problems. Semi-structured interviews were held with senior managers and private sector representatives in the decision makers of public institutions related to the sector. As a result of these interviews, it has been determined that the producers' organizations have low technical capacity, lack of on-the-job training, local cooperatives lack fisheries monitoring, data collection and management systems, and the possibility of establishing cooperation between each other is insufficient. Elimination of these shortcomings constitutes the basis for increasing the technical capacity in terms of industry. The development and implementation of a sustainable networks joint program of fisheries in the field of fisheries, focusing on increasing the technical capacity of local producer organizations, will increase the technical cooperation opportunities of producer organizations, and it will open the way for the joining of sector representatives included in this local network to national and international networks.
