Türkiye'de İstihdam Üzerine Bir İnceleme: Çalışmayan Hane Halkının Ekonomik ve Sosyal İyi Oluş Analizi

Abstract

İstihdam bir ülke ekonomisinin durumunu gösteren önemli göstergelerinden biridir. Dar anlamda işsizlik istihdam politikalarında etkin olmayan sonuçlar doğurabilir, bu kapsamda potansiyel işgücü, âtıl işgücü gibi tamamlayıcı göstergelerin ele alınıp, geniş perspektifte işsizlik ele alınmalıdır. Ayrıca, işsizliğin ve iş gücüne dahil olmamanın genelde ekonomik boyutları tartışılsa da sosyal maliyetleri de göz önüne alınmalıdır. İşsizliğin ve işgücüne dahil olmamanın hem ekonomik hem sosyal maliyetleri toplumda görülmekle birlikte bireyleri ayrıca psikolojik olarak da etkilemektedir. Bu çalışmanın amacı Türkiye’de çalışmayan kişilerin ekonomik ve sosyal iyi oluş durumlarını incelemek, çalışanlardan ayrışan yönlerini belirleyerek sosyal politika önerilerinde bulunmaktır. Bu amaç doğrultusunda çalışmada Dünya Değerler Anketi 2017-2021 dönemi veri seti kullanılmış olup, ikili lojistik regresyon analizi uygulanmıştır. Çalışmanın sonucunda çalışmayan bireylerin daha yaşlı kadın, daha az eğitimli olma eğiliminde olduğu tespit edilmiştir. Çalışmayanların çalışanlara nispeten daha kötü maddi koşullarda yaşamakta olduğu görülmekte, ama sosyal iyi oluş kapsamında net farklılıklar bulunamamıştır. Çalışmayanlar için maddi konularda desteklerin çeşitlendirilmesi, çalışmayan grubunun sosyodemografik özelliklerine bakarak sosyal politikalar oluşturulması önemlidir.

A Review on Employment in Türkiye: Analysis of the Economic and Social Well-Being of Non-Working Households

Abstract

Employment is a key indicator reflecting the economic condition of a country. In a narrow sense, unemployment rate may lead to ineffective employment policies; therefore, complementary indicators such as potential labor force and underutilized labor force should be considered to examine unemployment from a broader perspective. Additionally, while the economic dimensions of unemployment and labor force non-participation are often discussed, their social costs should also be taken into account. Beyond economic implications, unemployment and labor force non-participation also have psychological effects on individuals and broader social consequences. This study aims to analyze the economic and social well-being of individuals who are not employed in Turkey, identify how they differ from those who are employed, and propose social policy recommendations accordingly. For this purpose, the study uses data from the World Values Survey (2017-2021 period) and applies a binary logistic regression analysis. The findings indicate that non-working individuals tend to be older, female, and less educated. Additionally, compared to employed individuals, they are more likely to experience worse financial conditions; however, no significant differences were found in terms of social well-being. Diversifying financial support for non-working individuals and formulating social policies based on the socio-demographic characteristics of this group are crucial.
