İRAN'DA TARIM SİGORTA UYGULAMALARIN ARAŞTIRMASI

Abstract

Tarım sigortası, riski garanti eden bir kurum olarak çiftçileri faaliyetlerini genişletmeye teşvik eder. Öte yandan, tarım sigortasının uzmanlaşmasıyla, tarım alanında bölgesel tarım türlerine, istenilen ürün kombinasyonlarına, modern tarım yöntemlerinin yaygınlaştırılmasına ve nihayetinde tarım sektörünün genişlemesine ve gelişmesine yönelik temel stratejiler geliştirilebilir. Bu araştırma, İran’da tarım sigortasıyla ilgili koşulları, sorunları ve kısıtlamaları incelemeyi amaçlamaktadır. Tarım Kurumu, tarım sigortası ve Tarım Bakanlığı personeli ile tarım sigortası hizmetlerinden yararlanan çiftçilerden oluşan 22 kişi yöntemli bir şekilde seçilmiştir. Bu araştırmanın yöntemi eleştirel bir yaklaşıma dayanmakta olup, veriler Grounded Theory analizi tekniğiyle analiz edilmektedir. Bu araştırmada toplam 987 ham veriden 692 kavram çıkarılmıştır. Araştırma sonuçlarına göre, " kusurlu yönetim " ve "yapısal sorunlar" temel olgu olarak seçilmiştir. Araştırma sonuçları, İran'da tarım sigortasının, uluslararası standartlara ulaşma yolunda uzun bir süreçte olduğunu göstermektedir. Ayrıca, İran'da tarım, ekonomik açıdan en riskli faaliyetlerden biri olarak kabul edilmekte olup, bu faaliyetteki mevcut riskler, tarımın kırılganlığını artırmıştır.

INVESTIGATION OF AGRICULTURAL INSURANCE PRACTICES IN IRAN

Abstract

Agricultural insurance, as an institution guaranteeing risk, encourages farmers to expand their activities. On the other hand, with the specialization of agricultural insurance, fundamental strategies can be developed for the expansion and development of the agricultural sector, including regional agricultural types, desired crop combinations, and the widespread adoption of modern agricultural methods. This research aims to examine the conditions, problems, and constraints related to agricultural insurance in Iran. A total of 22 individuals, including Agricultural Corporation personnel, agricultural insurance and Ministry of Agriculture staff, and farmers benefiting from agricultural insurance services, were selected methodically. The method of this research is based on a critical approach, and the data are analyzed using Grounded Theory analysis technique. From a total of 987 raw data, 692 concepts were extracted. According to the research results, "faulty management" and "structural problems" were selected as the main phenomena. The research findings indicate that agricultural insurance in Iran is in a long process towards reaching international standards. Additionally, agriculture in Iran is considered one of the most economically risky activities, and the current risks in this activity have increased the vulnerability of agriculture.
