Abstract

Literatürde refah devleti, sosyal devlet ya da sosyal refah devleti olarak bilinen kavram farklı kategoriler bağlamında ele alınmakla birlikte, liberal piyasa ekonomisinin yaratmış olduğu sosyal sorunlara karşı çeşitli tedbirler geliştiren bir devlet anlayışına atıf yapmaktadır. Bu çalışmada refah devleti kavramının türleri, doğuşu, gelişimi ve günümüzdeki biçimlerine kısaca değinilmiş, ardından refah devleti uygulamalarının uluslar üstü ölçekteki görünümü Avrupa Birliği (AB) ve Ekonomik İşbirliği ve Kalkınma Örgütü (OECD) örnekleri üzerinden incelenmiştir. Son olarak refah devletinin mevcut durumu ve geleceğine dair genel değerlendirmelerde bulunulmuştur.
