Küreselleşmeye paralel olarak artan ticaret hacmi, ülkeleri yeni rekabet politikaları üretmeye zorlamaktadır. Bu kapsamda üretilen rekabet politikaları arasında liman özelleştirmeleri önemli bir yer tutmaktadır. Liman özelleştirmeleri ile liman kullanıcılarının rekabet üstünlüğü elde etmesi hedeflenmektedir. Bu çalışmada, bir rekabet politikası olarak liman özelleştirmeleri çerçevesinde Mersin limanı özelleştirme öncesi beklentiler ve sonrasındaki geçekleşmelere yönelik algılar, derinlemesine görüşmeler ve belge incelemesi veri toplama teknikleri ile belirlenmiştir. Liman özelleştirmesinin, etkin ve rekabetçi bir liman yaratmak ve ulusal kalkınma hedeflerini desteklemek adına neredeyse bir zorunluluk olduğu yönünde görüş birliği bulunmaktadır.

EXPECTATIONS AND ACTUALIZATION FOR PORT OF MERSİN
Abstract
The trade volume, increasing in parralell with globalization, force countries create new competition policies. The privatization of state ports take a significant part in these competition policies. The privatization aim for the beneficiaries to have advantage in competition. In this work it is emphasized as a competition policy in the frame of port privatization. The expectations before the privatization of Port of Mersin and the perceptions after the realization are studied. In depth ınterviews and document examination data collection techniques are used. In order to create an efficient and competitive port and support national development aims, it seems that there is a concencus on port privatization is a must.
