SANAYİ SEKTÖRÜ BAĞLAMINDA ÖĞRENME ORANLARININ KARŞILAŞTIRILMASI: AB-27 ÜLKELERİ-BİRLEŞİK KRALLIK ve TÜRKİYE ÖRNEKLEMİNDE AMPİRİK BİR ÇALIŞMA (2004-2020)

Abstract

Bu çalışmada amaç, 2004-2020 dönemi için AB-27 ülkesi, Birleşik Krallık ve Türkiye örnekleminde sanayi sektörünün öğrenme etkisini incelemektir. Araştırma sürecinin ilk aşamasında panel veri analizi gerçekleştirilmiştir. Bu kapsamda yatay kesit bağımlılığı testi, panel birim kök testi, homojenlik testi ve eş bütünleşme ön testleri yapılmış, uzun dönem katsayı tahmini için Ortak İlişkili Etkiler testi kullanılmış ve örneklem grubu içerisindeki her ülke bazında öğrenme esnekliği katsayısı tahmin edilmiştir. Araştırma sürecinin ikinci aşamasında hesaplanan öğrenme esnekliği katsayısı, öğrenme oranı formülünde yerine koyularak, sanayi sektörü için her ülke örnekleminde öğrenme oranları hesaplanmıştır. Çalışmanın sonucunda sanayi sektörü için öğrenme oranının en düşük olduğu ülkelerin Almanya, Bulgaristan ve Avusturya; en yüksek olduğu ülkelerin ise İspanya, Yunanistan ve Birleşik Krallık ülkeleri olduğu tespit edilmiştir. Sanayi sektöründe Türkiye’nin öğrenme oranları AB ülkelerinin ortalama öğrenme oranlarından daha yüksek olarak hesaplanmıştır.

COMPARISON OF LEARNING RATES IN THE CONTEXT OF INDUSTRIAL SECTOR: AN EMPIRICAL STUDY ON THE SAMPLE OF EU-27 COUNTRIES-UNITED KINGDOM AND TÜRKİYE (2004-2020)

Abstract

The aim of this study is to examine the learning effect of industry sector in EU-27 countries, United Kingdom, and Turkey for the period 2004-2020. In the first stage of the research process, panel data analysis was carried out. In this context, cross-section dependency test, panel unit root test, homogeneity test and cointegration tests were carried out, the Common Associated Effects (CCE) test was used for long-term coefficient estimation, and so the learning flexibility coefficient was estimated on the basis of each country in the sample group. In the second stage of the research process, the learning flexibility coefficient was put in the learning rate formula, and learning rates were calculated for industry sector of each country. As a result of the study, it has been determined that the countries with the lowest learning rate (highest learning) are Germany, Bulgaria, and Austria while the countries with the highest learning rates (lowest learning) were Spain, Greece, and the United Kingdom for the industrial sector. Turkey's learning rates in industry sector are calculated to be higher than the average learning rates in each sector of EU countries.
