Abstract

Amerika Birleşik Devletleri (ABD) ve Rusya Federasyonu (RF) ilişkileri, geçmişte olduğu gibi bugün de uluslararası politikanın şekillenmesinde önemli bir yere sahiptir. Sovyetler Birliği’nin (SSCB) dağılması ve 11 Eylül (9/11) terör saldırıları sonrası ilişkilerde özellikle de Avrasya coğrafyasına yönelik uyum ve iş birliği çabaları dikkat çekse de, bunlar uzun soluklu olmamıştır. Vladimir Putin ile birlikte RF’nin pragmatik ve uzlaşmacı jeopolitik model temelli dış politika anlayışının ekonomi, ticaret, savunma sanayi gibi pek çok alanda kendini göstermesi ve RF’nin Asya Pasifik’e yönelen küresel güç mücadelesinde Çin ile çok yönlü iş birliği içine girmesi, ABD-RF ilişkilerindeki güvenlik ikilemini klasik bir güvenlik ikileminden daha da öteye taşıyarak derinleştirmekte ve çeşitlendirmektedir. Bu derinleşme ve çeşitlendirmenin küresel enerji dönüşümü temelinde önemli bir çıktısı da enerji güvenliği ikileminin ilişkilerde artarak yer almasıdır. Bu bağlamda, bu çalışmanın amacı, ABD-RF ilişkilerinde enerji güvenlik ikilemine sebep olan etmenleri mevcut güvenlik ikilemi çerçevesinde analiz etmektir.

THE SECURITY AND ENERGY SECURITY DILEMMA IN U.S.-RUSSIAN RELATIONS

Abstract

United States (U.S.)-Russian relations are important in shaping international politics today like in the past. After the collapse of the Soviet Union (USSR) and the September 11 (9/11) terrorist attacks, efforts to harmonize and cooperate in relations, especially in Eurasia, attracted attention but did not last long. The manifestation of the pragmatic and consensual geopolitical model-based foreign policy approach of the Russian Federation under Vladimir Putin in many areas such as economy, trade, and defense industry, and the multifaceted cooperation of the Russian Federation with China in the global power struggle towards the Asia-Pacific, have deepened and diversified the security dilemma in the U.S.-Russian relations beyond a classical security dilemma. An important outcome of this deepening and diversification based on the global energy transformation is the increasing presence of the energy security dilemma in the relations. In this context, this study aims to analyze the factors that cause the energy security dilemma in U.S.-Russian relations within the framework of the current security dilemma.
