Employment of Foreign Experts in the Education Field in the early years of the Republic(1923-1940)

Abstract

Employment of the foreign experts had been an inevitable necessity in the process of Turkish Civilization. Beginning from the late years of the Otoman State, this process reached its peak in the early years of the Republic increasingly. Especially, emerging out of technical necessities forced the management to follow this way by provoking other canals too. In this study, reasons for the employment of foreign experts and its scopes has been focused on briefly. The topic of foreign experts in the field of vocational education was studied. Foreign experts according to their fields were invited to the country and their opinions and reports were taken between 1943-40. Experts’ nationalities and their working fields were clarifed. In the conclusion part, the role of education upon the development of the country was focused on, and it was concluded that the works related with the civilization without the philosophic basis were resultless.

CUMHURİYETİN İLK YILLARINDA EĞİTİM ALANINDA YABANCI UZMAN İSTİHDAMI (1923-40)

Abstract

Türk modernleGme sürecinde yabancı uzman istihdamı kaçınılmaz bir zaruret olmuGtur. Osmanlı’nın son dönemlerinden itibaren baGlayan bu süreç, artan bir trend takip ederek Cumhuriyet’in ilk yıllarında en üst seviyesine gelmiGtir. Özellikle teknik konularda ortaya çıkan ihtiyaçlar, yönetimi diğer kanalları da harekete geçirmek kaydıyla böyle bir yola sevk etmiGtir. Bu çalıGmada, Osmanlı Devleti’nin son yıllarında ve Gstiklal SavaGı sırasında yabancı uzman istihdamının gerekçesi ve hangi sahalarda gerçekleGtiği üzerinde özetle durulmuGtur. Cumhuriyet’in ilk yıllarında, meslekî eğitim konusunda yabancı uzman istihdamı konusu incelenmiGtir. 1923–40 arası ülkeye, sahasında otorite olan uzmanlar davet edilerek görüGlerine baGvurulmuG ve raporlar alınmıGtır. Yabancı uzmanların çalıGtıkları alan ve milliyetleri tespit edilmiGtir. Sonuç kısmında, eğitimin ülke kalkınmasındaki yeri üzerinde durularak, felsefî zemin olmadan gerçekleGtirilen modernleGme çalıGmalarının sonuçsuz kaldığı kanaatine varılmıGtır.
