Dış Politikada Popülist Söylem ve Girişimler: Trump Siyaseti ve Brexit Süreci

Abstract

Popülizm, geniş halk kitlelerinin desteğini kazanabilmek için siyasi parti ve liderlerin iç ve dış politikaya ilişkin söylem, vaat, eylem ve girişimlerini kapsamaktadır. Dünyanın farklı bölgelerindeki toplumlar, siyasi, ekonomik ve kültürel manada siyasi elitlerin popülist politikalarına maruz kalmaktadır. Popülist siyaset tarzı, siyaset aktörlerinin iktidarı almak veya elde tutmak için tercih ettiği bir araca dönüşürken; siyaset aktörleri, popülist söylem ve icraatlarıyla toplumu mobilize etmeyi başarabildikleri ölçüde iktidara gelebilmekte ya da iktidarda kalabilmektedir. Popülizmin çağın koşullarına ayak uyduran karakteri ise onu ulusal ölçekli bir girişim olmaktan çıkararak uluslararası ve ulus ötesi boyutlara ulaştırmaktadır. Ayrıca, iç politika meselelerinin yanı sıra dış politika konuları da popülist söylem ve pratiklere giderek daha fazla malzeme oluşturmaktadır. Trump siyaseti ve Brexit Süreci, popülizmin değişen ve dönüşen karakterinin öne çıkan iki örneği olmaktadır. Bu çalışma, bir yandan uluslararası ilişkilerde popülizmin artan rolüne odaklanırken, diğer yandan Trump siyaseti ve Brexit sürecinden yola çıkarak, halkın siyasi tercihlerini yönlendirmede iç politika meseleleri gibi dış politik konuların da popülist söylem ve girişimlerle araçsallaştırıldığını ileri sürmektedir.
