State theories have been considered by many thinkers and studied on proper management. In this study, what is the state first? A general statement was made, starting with the question. Brief information about Rousseau, which contributed significantly to the birth of the modern state, was given later in Rousseau special, the origin of the modern state, the pre-modern state of nature was mentioned. After that, his thoughts and what should be on the way to the needs of the modern state were discussed and inferences were made with The Theory of the social contract, which he considered like Hobbes and Locke. In this regard, community contract theory is a very important issue in explaining the state. Because, according to Rousseau, individuals must leave all their selves to one side and unite around the convention in the modern state. After the convention, the general will in which individuals jointly transfer their will was examined and the situations that arise with the modern state were examined. In this regard, the answer to the question of who is the sovereign with the wills transferred to the general will is sought. Finally, a general assessment was made, blending Rousseau's view of the state with his theories and ideas. Rousseau's modern understanding of the state occurs when the right of representation of the people, combined with the convention, is left to the general will. In this context, the main purpose of the study was to convey the depiction of the state that Rousseau mentioned and how he handled it. Rousseau, who seemed complex in studying the state but developed systematic recommendations for the freedom of the people, is engraved in memory as a much-spoken name in the Enlightenment and the post-French Revolution.
