EU (European Union) has met its security needs through NATO during the Cold War and has failed embraced a collective security approach based on its own initiative. Accordingly, even though Western European Union (1948) which was founded as a collective security organization in order to ensure the security of European countries, have been founded before NATO (1949), it has been overshadowed by NATO, faced problems of functionality, and failed to create a collective foreign relationship and security perspective. Especially during the crisis of Yugoslavia, Germany and partially Italy, had the inclination to recognize the Slovens and Croats however, England and England has pursued an opposing policy. In this regard, the facts that general genocide occurred in Bosnia has not been prevented, that EU has not been able to create a common approach, that NATO has intervened to Kosovo crisis and that EU has not been able to create solutions for it, have created the need to establish a military union and develop a collective security approach for EU. Afterwards, RRF (Rapid Reaction Force) has been established with the decision made in 1999 Helsinki Summit, EU Security Strategy document has been accepted in 2003 and has been transformed into CFSP/ESDP CSDP with Lisbon. Through these developments, by rendering ODGP operational, EU has taken its goal of becoming a global security actor, one step further.
