Osmanlı Devleti’nde on dokuzuncu yüzyıl boyunca yaşanan kurumsallaşma süreci Hariciye bünyesinde görev yapacak diplomatların sahip olması gereken niteliklerin değişmesine sebep olmuştu. Bu dönemde Osmanlı diplomatik kadrolarında nitelikli eğitimleriyle ön planda olan diplomatlar istihdam edilmeye başlanmıştır. Bu makalenin konusunu on dokuzuncu yüzyılının sonlarından itibaren Osmanlı diplomatik kadrolarında sefir ve şehbender olarak görevlendirilen diplomatların atamalarında, terfilerinde ve azillerinde belirleyici rol üstlenen faktörlerin incelenmesi oluşturmaktadır. Makalede son dönem Osmanlı sefir ve şehbenderlerinin atama, terfi ve azillerini etkileyen süreçler, Cumhurbaşkanlığı Osmanlı Arşivi’nde bulunan belgeler üzerinden incelenmesi suretiyle, on dokuzuncu yüzyıl Osmanlı Hariciyesinde yaşanan dönüşüm ele alınacaktır.
The qualifications needed for diplomats to work in the Ottoman Foreign Ministry changed as a result of the institutionalization process that took place in the Ottoman Empire in the nineteenth century. During this time, the Ottoman diplomatic service started hiring ambassadors and consuls who were highly educated and at the forefront of their field. The goal of this article is to examine the key elements that influenced the appointment, promotion, and dismissal of ambassadors and consuls from the Ottoman diplomatic service during the latter part of the 1800s. This article will explore the changes that occurred in the Ottoman Foreign Ministry during the nineteenth century by analyzing the procedures that affected the selection, advancement, and removal of the late Ottoman ambassadors and consuls using records from the Presidency Ottoman Archives.
