Osmanlı Devleti’nin içerde ve dışardaki gelişmeler sebebiyle çalkantılar içinde olduğu bir dönemde yürürlüğe koyduğu bir dizi reformlar ile ülkenin klasik devlet düzeninden askeri düzenine, kılık kıyafetinden gelenekçi anlayışına kadar birçok şeyi kökünden değiştiren II. Mahmud’un Rumeli seyahati bu yazının temel konusudur. Sultanın yaptığı beş yurtiçi gezisinin sonuncusu ve en uzun sürelisi olan Rumeli seyahati boyunca askeri ıslahatlar, yeni yapılan bina ve istihkamlar teftiş olunmuş, özellikle 1828-1829 Rus savaşı sırasında maddi manevi ağır yara alan Rumeli halkına temas ve yardım edilmiş, Takvim-i Vekayi’de bu gezi anlatılarak ve gezi sürecinde diplomatik faaliyetlerde bulunularak tüm imparatorluğa ve dünyaya bir mesaj verilmeye çalışılmıştır.
The main subject of this article is the Rumelia trip of Mahmud II, who radically changed many things, from the classical state order to the military order, from the dress code to the traditionalist approach, with the series of reforms he put into effect at a time when the Ottoman Empire was in turmoil due to internal and external developments. During the Rumelia trip, which was the last and longest of the sultan's five domestic trips, military reforms, newly built buildings and fortifications were inspected. In particular, the people of Rumelia, who were seriously injured both materially and morally during the 1828-1829 Russian war, were contacted and helped, and a message was tried to be given to the whole empire and the world by describing this trip in Takvim-i Vekayi and carrying out diplomatic activities during the trip.
