Sürdürülebilir Enerji Politikaları: Küresel Hedeflerden Yerel Uygulamalara TR33 Bölgesi Üzerine Bir Analiz

Öz

Bu çalışmanın konusu sürdürülebilir kalkınma ve enerji politikaları arasındaki ilişkinin küreselden yerele yansımalarıdır. Çalışma küresel hedeflerin başarılmasında bölgesel ve yerel düzeydeki politikaların önemli olduğu kabulüne dayanmaktadır. Enerji geçişi literatüründe işaret edilen bölgesel yaklaşımların eksikliğine yönelik boşluğa Türkiye örneği ile katkı yapmayı amaçlamaktadır. Bu bağlamda, Sürdürülebilir Kalkınma Hedef 7: Erişilebilir ve Temiz Enerji (SKH 7) küresel hedefinin TR33 2024-2028 Bölge Planı’na yansıması analiz edilmektedir. TR33 Bölgesi (Afyonkarahisar, Uşak, Kütahya ve Manisa) sahip olduğu enerji geçiş potansiyeli ile inceleme birimi olarak seçilmiştir. Nitel yöntemle tasarlanan bu araştırmada Maxqda programı aracılığıyla içerik analizi yapılmıştır. Araştırmada TR33 Bölgesel Planı’nın SKH 7 ile uyumlu olup olmadığı sorusuna yanıt aranmış ve bu kapsamdaki boşluklar tespit edilmiştir. Analizler sonucunda Plan’ın SKH7 ile uyumunun dengesiz olduğu belirlenmiştir. Özellikle temiz pişirme ve ısınma kaynaklarına erişim ile uluslararası iş birliği konularında tedbirlerin yetersiz olduğu, öncelik verilen hedeflerde sanayi sektörünün merkeze alındığı ve sektörler arasında denge kurulmadığı tespit edilmiştir. Yenilenebilir kaynaklar ve verimliliğe yönelik önlemlerin özel sektör odaklı olduğu görülmüş, Plan’ın SKH 7’yi kapsayıcı değil, seçici bir yaklaşımla ele aldığı sonucuna ulaşılmıştır.

Sustainable Energy Policies: From Global Goals to Local Practices- An Analysis of the TR33 Region

Abstract

The subject of this study is the global to-local reflections on the relationship between sustainable development and energy policies. The study assumes that regional and local level policies are important in achieving global goals. It aims to contribute to the gap pointed out in the energy transition literature regarding the lack of regional approaches in the case of Türkiye. In this context, the reflection of the global goal of Sustainable Development Goal 7: Accessible and Clean Energy (SDG 7) on the TR33 2024-2028 Regional Plan is analyzed. TR33 Region (Afyonkarahisar, Uşak, Kütahya, and Manisa) has been selected as the unit of investigation with its energy transition potential. Content analysis was conducted using the Maxqda during this qualitative research. In the research, the question of whether the TR33 Regional Plan is compatible with SDG 7 was sought to be answered, and the gaps in this context were identified. As a result of the analyses, it was determined that the Plan's compliance with SDG7 is unbalanced. It has been determined that the measures are insufficient, especially in access to clean cooking and heating sources and international cooperation. The industrial sector is centered on the prioritized targets, and a balance is not established between the sectors. Measures for renewable resources and efficiency were found to be private-sector oriented, and it was concluded that the Plan addresses SDG 7 with a selective approach rather than an inclusive one.
