Doğu Anadolu Bölgesi’nde yer alan Palu, bugün Elazığ iline bağlı bir ilçe konumundadır. Osmanlı döneminde “hükümet sancak” olarak yerli hanedanlardan Cemşid Bey’e evlada intikal edecek şekilde mülkiyet üzere verilmiştir. Palu’da gerek hükümet yöneticileri gerekse hayır sahipleri tarafından kurulmuş çok sayıda vakıf vardı. Bunların bir kısmı hayrat, önemli bir kısmı ise evlatlık vakıf özelliğini taşıyordu. Bu çalışmada, başta Hurufat Defterleri olmak üzere, arşiv belgeleri ışığında Palu’daki vakıfların kurucuları ve vakıf gelirleri ile vakıfların şartları hakkında bilgiler verilecektir. Ayrıca 18. yüzyılda Palu’nun mahalle, nahiye, köy ve mezralarıyla dinî ve sosyal amaçlı yapıları hakkında da bazı tespitlerde bulunulacaktır.
Palu, located in the Eastern Anatolia Region, is today a district of Elazığ Province. In the Ottoman period, “governance” was given to Cemşid Bey, leader of a local dynasty, as proprietary rigth that could be passed on to his sons. Palu had a large number of waqfs established by charitable founders, as well as government officials. Some of them were charity, and a significant part of them were adopted foundation. In this study, information will be given about the founders of the waqfss in Palu, the waqf incomes and the conditions of the waqf in the light of the archival documents, especially the Hurufat registers. Further, in the 18th century, Palu’s neighborhood, township, villages, religious and social buildings will be discussed.

The articles sent to the Journal of Waqfs with a request for publication are subject to preliminary examination by the Editorial Board and at least two academicians who are experts in their fields are sent for review. The copyright of the articles accepted to be published in the Journal of Waqfs with the referee reports and the decision of the Editorial Board is deemed to have been transferred to the General Directorate of Foundations, and a royalty fee is paid to the published articles in accordance with the relevant legislation.
