DÜNYADA İÇ GÜVENLİK YAKLAŞIMININ DEĞİŞİMİ VE İÇ GÜVENLİK YÖNETİMİNE ETKİSİ

Öz

Son yıllarda, ülkelerin iç güvenliği ulusal güvenliği kadar konuşulur hale gelmiştir. Bunun en önemli nedeni günümüzde güvenlik kaygılarının ve tehditlerinin zaman ve mekandan soyutlanarak vatandaşlar üzerinde olumsuz etki yapmalarıdır. Bu nedenle  iç güvenliğin değişen gündeminde devletlerin yönetim usulleri etkilenerek dönüşmektedir. Bu çalışma, son yıllarda iç güvenliğin değişen ihtiyaçlarıyla birlikte devletin yönetim mekanizmalarındaki etkilerini anlamayı hedeflemiştir. Böylece hukuk devletinin de gerektirdiği normlar çerçevesinde iç güvenliği sağlayacak en iyi usullerin belirlenmesine katkı sağlanabilecektir. Bu çalışma, literatür taraması yapılarak teorik bir zeminde yürütülmüştür. Çalışma kapsamında, ilk olarak iç güvenlik yaklaşımında hangi değişimlerin olduğu incelenmiş, müteakiben devletlerin bu konuda işleyen usul ve mekanizmaları tanımlanmıştır.
