SAĞLIKTA PERFORMANS ÖLÇÜMÜNDEN STRATEJİK PERFORMANS YÖNETİMİNE: PATH PROJESİ ÖRNEĞİ

Abstract




Sağlık
sektörünün kendine özel dinamikleri nedeniyle bu sektörde performans ölçüm ve
yönetimi sektörün kendi iç dinamiklerine göre belirlenmektedir. Sağlık
sektöründe sektörün kendi iç dinamiklerine göre şekillenen çok boyutlu
performans yaklaşımlarını anlayabilmek için modern performans ölçüm
yaklaşımlarının geleneksel performans ölçüm yaklaşımlarının ötesinde bir
yaklaşıma dayandığını bilmek gerekmektedir. Bu anlayışı temsil eden çok boyutlu
performans ölçüm yaklaşımlarının hastaneler üzerindeki yansımalarından birisi
PATH projesi adı verilen ve Dünya Sağlık Örgütü Avrupa Bölge Ofisi tarafından
geliştirilmiş olan bir yaklaşımdır. Bu çalışmada PATH projesinin sağlık
kuruluşları için bir stratejik performans yönetim aracı olarak ön plan çıkan
özelliklerinin açıklanması amaçlanmıştır. Bu yaklaşım sayesinde performansın
klinik etkililik, etkinlik, çalışan oryantasyonu, duyarlı yönetişim, güvenlik
ve hasta merkezlilik gibi altı temel başlık itibariyle değerlendirilmesi mümkün
olmaktadır. Bu sayede hem sağlıkta performans ölçümünden stratejik performans
yönetimine geçiş mümkün olmakta hem de hastaneler arası karşılaştırmalar
yapılması sayesinde projenin geliştirilebilirliği artmaktadır. PATH projesinin
ulusal ve uluslararası anlamda uygulanması noktasında daha fazla adımlar
atılması sayesinde farklı ülkelerde sağlık sistemleri performansının
iyileştirilmesi noktasında ciddi katkılar sağlanacaktır.
