Abstract
The study aims to identify whether civil actors are involved in producing local policies in addition to local administrations and within this scope, to understand the participation level of civil actors in the policy-making of Hakkari Municipality. In this context, the study reveals the results of an analysis on the involvement of civil actors/non-governmental organizations in local policy-making processes of the municipality in Hakkari city center. Using the interview technique as a qualitative research method, an in-depth analysis is conducted with certain associations, foundations, trade unions, professional associations, city council administrators, and student representatives in the province of Hakkari. As a result of the data obtained from the interviews, it is concluded that Hakkari Municipality does not sufficiently involve civil actors in its local policy-making process. Hence, the study is designed to determine the effectiveness of civil actors and non-governmental organizations located in Hakkari city center on the local policy work of the municipality and to develop solutions on the issue. It is observed that the communication mechanisms of civil actors and the municipality in Hakkari are weak.
