The rural development policy of Turkey is deeply influenced by the negotiations on the EU membership process. As a result of these negotiations, the Agriculture and Rural Development Support Institution (ARDSI) was founded in 2007 in the pre-accession period to harmonize with the EU legislation and to establish the necessary administrative and institutional infrastructure for the implementation of the harmonized legislation. With its IPARD (IPARD I and IPARD II) programs ARDSI has contributed greatly to rural development through fulfilling the duty of using the EU funds efficiently. In this respect, the problems in the application and practice processes experienced by the firms benefiting IPARD I program in Isparta which is one of the provinces based on agriculture, and the results created by these supports for the region are analysed with descriptive statistics, Chi-Square Test and Kruskal Wallis test in the study. According to the findings obtained from 109 firms the problems experienced in application and practice processes regarding the support are not quite high, the assessments made about the problems differed according to the types of measures that the firms receive support and the provided supports contribute to the development of agricultural sector, ensure employment increase, income increase, public skills development in rural areas by contributing to their being more creative and innovative.
