Approximately 15% of the world's population consists of people with disabilities. Disability is simply a state of limitation and disadvantage. This situation causes them to struggle with more numerous and various problems in their daily lives than other individuals. The contemporary thought that connects disability to social and environmental factors rather than to individual characteristics also sees the issue as a matter of rights. One of the most important rights of disabled people is accessibility. The inability to exercise this right increases the problems of people with disabilities. Accessibility for the disabled means accessing the physical and virtual environment, resources and services, and benefiting from their blessings. The barrier-free city is an approach to the exercise of this right. The aim of the study is to evaluate the right of accessibility of the people with disabilities within the framework of this approach. Cities are the basic settlements of today. On a global scale, a significant proportion of the disabled population lives in urban areas. Therefore, solving the access problems of people with disabilities in cities is one of the main objectives of disability policies. In this context, a great number of national and international regulations and standards have been established. The number of barrier-free city initiatives is also increasing day by day. However, a small number of them can succeed. Numerous reasons such as the financial problems of local governments, political priorities, and perception of disability are interrupted these initiatives. Therefore, barrier-free city initiatives should be handled with long-term planning and with a policy approach that includes all stakeholders in the city, especially people with disabilities.
