The work “Gutadgu-bilik” accepted as “Shahname” and “Siyasatnama” of Turkish literature, is truly a key to happiness science. The Turkish state model was developed in light of ethics, morality and dignity issues in this work. State building, army organization, state bodies, democratic principles and other issues draw attention in this magnificent work. Yusif Khas Hajib noted that human happiness is linked to four elements. The first one is the principle of justice, especially in the heads of state. The second one is the state, regarded as the backbone of every citizen, and is a guarantor of the welfare of the people. The third is the cognition, the most valuable essence in the human being. The last one is a possession that serves human health. The representatives of the state Turan presented by the poet bear these qualities. Although it was written in the 11th century, this work is an unprecedented example in the selection of state-owned governance for guiding people. The issues have been highlighted here such as the king's attitude to the people, the protection of the army, the methods of defeating the enemy with a small army, the selection of ambassadors, court proceedings, the king's defense system, the rewarding of worthy officers, the development of the economy, and even the rules of eating and drinking and self-governance of civil servants. The poet tanning high moral values to the government officials recommends them avoiding bad habits – lie, covetousness, gambling, bribery, theft, and fraudulence.
