Public Art and the Percent for Art Strategy in Izmir

Abstract

Public art is closely associated with culture-led regeneration, the aesthetics of urban spaces and improvement of the quality of life. The cultural policies of cities is significant for the interest in public art and its contribution to the transformation of the cities. The Percent for Art, a noteworthy strategy, takes place among the methods promoting public art in cities and financing ways of making works of art. With this strategy, a specific amount of the budget of construction investments is allocated for public art. The purpose of this article is to discuss how public art can find more place in cultural policies adopted in Izmir. In line with this purpose, a general overview of public art practice in Izmir is evaluated in the paper. A scenario is developed regarding the implementation of the percent for art strategy in Izmir. The scenario discusses what sort of possible effects would emerge in case the Percent for Art strategy is implemented in Izmir. If the strategy, adopted by many cities in Europe and the USA, is implemented in Izmir, a small share of construction investments will be allocated for public art and a fund will be created. The scenario indicates that the implementation of the Percent for Art strategy in Izmir-Turkey will ensure the continuity of all works related to public art.

İzmir’de Kamusal Sanat ve Sanata Ayrılan Pay Stratejisi

Abstract

Kamusal sanat, kentlerin kültür-eksenli dönüşümü, kentte yaşam kalitesinin artırılması ve kentsel mekânın estetiği ile yakından ilişkilidir. Kamusal sanat, kentlerin yaygınlaşan ve öne çıkan bir özelliği haline gelmektedir. Kentlerin kültür politikaları, kamusal sanata giderek artan ilginin ve kamusal sanatın kentlerin dönüşümüne olan katkılarının arka planında kayda değer öneme sahiptir. Sanata Ayrılan Pay stratejisi ise kamusal sanatın kentlerdeki varlığını artırmak için uygulanan ve kamusal sanat eserlerinin yapımını finanse etmek için başvurulan en yaygın yöntemler arasındadır. Bu strateji ile inşaat yatırımlarının bütçesinden küçük bir miktar kamusal sanat için ayrılmaktadır. Bu makalenin amacı, kamusal sanatın İzmir'de yürütülen kültür politikaları içerisinde nasıl daha fazla yer bulabileceğini tartışmaktır. Bu amaç doğrultusunda makalede, İzmir'de kamusal sanat uygulamalarına ilişkin genel bir değerlendirme yapılmıştır. Avrupa ve ABD’de birçok kentin benimsediği strateji eğer İzmir’de de uygulanırsa kamusal sanat için inşaat yatırımlarından küçük bir pay ayrılarak bir fon yaratılabilecektir. İzmir'de sanata ayrılan pay stratejisinin uygulanmasına ilişkin öneri senaryo geliştirilmiştir. Sanata ayrılan pay stratejisinin uygulanması durumunda kentte kamusal sanatın varlığına olası etkileri tartışılmıştır. Önerilen senaryo göstermektedir ki sanata ayrılan pay stratejisinin İzmir-Türkiye’de uygulanıyor olması kamusal sanata ilişkin tüm çalışmalarının sürekliliğini sağlayabilecektir.
