Yatırım Promosyon Ajanslarının Doğrudan Yabancı Yatırımları Çekme Başarılarının Çekim Modeli ile İncelenmesi

Abstract

Küreselleşme olgusunun yoğunlaşması ile birlikte ülkeler arasında doğrudan yabancı yatırımları (DYY) (foreign direct investment, FDI) kendi ülkesine çekme rekabeti giderek artmıştır. Bu rekabetin artmasındaki en önemli sebeplerden biri DYY’lerin gittikleri ülkelere sağladıkları olumlu katkılardır. Günümüzde çoğu ülkede daha fazla DYY çekebilmek amacıyla yatırım promosyon ajansları (YPA) (investment promotion agency, IPA) kurulmuş bulunmaktadır. Bu ajanslar, yabancı yatırımcılara kurumsal anlamda yardımcı olmakta ve ülkede karşılaşacakları her türlü sorunlarda danışmanlık yapmaktadırlar. Bu çalışmanın amacı YPA’ların DYY akımları üzerinde nasıl bir etkisinin olduğunu dengesiz panel veri uygulamalarından çekim modeli ile tahmin etmektir. Bu özelliği çalışmanın mevcut yazından farklılığını ortaya koymaktadır. Buradan hareketle çalışmada, YPA’ların kuruluş amaçlarını yerine getirebilme başarılarına dair bir değerlendirme yapılmaktadır
