Avrupa Birliği Politikaları Bağlamında Uluslararası Göç Olgusu ve Türleri: Kavramsal Bakış

Abstract

Göç olgusu,
Avrupa Birliği’nin özgürlük, güvenlik ve adalet alanı oluşturma çabaları
çerçevesinde Amsterdam Antlaşması’ndan itibaren AB gündeminin üst sıralarında
yer almaktadır. Güvenlik ve siyasi boyutu öne çıksa da göç, ekonomik, sosyal ve
kültürel politika alanlarını aynı anda etkileyen, çok aktörlü, çok boyutlu bir
olgudur. AB bütünleşmesinde ve Türkiye-AB ilişkilerinde siyasileşen ve
güvenlikleşen göç olgusunun kavramsal olarak incelenmesi, çok boyutlu ve
bütüncül politikalara dayanak oluşturması açısından önem kazanmaktadır. Göç,
sadece etkilediği ülke ve bölgeleri değiştirmekle kalmamakta, göç olgusunun
kendisi de değişmektedir. Bu çalışma, uluslararası göç olgusuna ilişkin
kavramsal bir çerçeve sunmaktadır. Çalışmada, devlet ve göçmen bakış açısıyla
yapılan göç sınıflandırmaları ele alınmış olup, geleneksel göç türlerinin
yanısıra yeni göç türleri de incelenmiş ve göç türlerine ilişkin farklı
terminolojik kullanımlara da dikkat çekilmiştir. Bu bağlamda, günümüzün
tartışmalı göç türleri olan mülteci hareketleri, düzensiz göç ve transit göç
gibi göç türleri yanında döngüsel göç ve geri dönüş göçü, dönüşen göç olgusunun
önem kazanan boyutlarıdır. Gittikçe artan, birbirleriyle örtüşen ve girift hale
gelen göç türleri karşısında kaynak, transit ve varış ülkelerinin işbirliğini
arttırması, ulusal ve uluslararası politikalarını göç olgusuna ilişkin
dönüşümleri dikkate alarak güncellemesi önem kazanmaktadır.
