SÜRDÜRÜLEBİLİR KALKINMANIN BİR ÖNCÜLÜ OLARAK KEYNES’İN “İYİ YAŞAM” FELSEFESİ VE KAPİTALİZM ELEŞTİRİSİ

Abstract

Genellikle bunalımdan çıkış için gerekli kısa vadeli politika önerileri ile tanınan ve pragmatist olarak nitelendirilen Keynes’in Genel Teori’den önceki yazılarına bakıldığında oldukça farklı bir tablo ile karşılaşırız. Keynes, iktisadın bir ahlak bilimi olduğunu vurgulamasının yanında “iyi yaşam” felsefesi ve kapitalizme yönelik eleştirileri nedeniyle filozof-iktisatçı geleneğinin belki de son halkasıdır. Neredeyse yüz yıl önce toplumsal ideale yönelik sorular sormuş, kapitalizmin geleceğini sorgulamış ve ütopik hedefler çizmiştir. İktisadi aktivitenin etik amaçlarını ve sonuçlarını sorgulayan biri olarak, sınırsız ekonomik büyüme idealini reddetmiştir. Ancak ne yazık ki Keynes’in yazdıklarından ütopik ve normatif unsurlar temizlenerek onun iyi yaşama dair uzun vadeli bakış açısı göz ardı edilmiştir.

 

Dolayısıyla son yıllarda popüler hale gelen sürdürülebilir kalkınma nosyonunun pek çok öncülünü Keynes’de bulmak mümkündür. İşsizlik ve eşitsizlikle mücadele, rekabet yerine işbirliği, küresel olmaktan çok anti-küresel bir bakış açısı, ulusların tek tipleşmesi yerine otansite gibi Keynes’in toplumsal felsefesini oluşturan unsurlar, bugün sürdürülebilir kalkınma taraftarlarının savunduklarından hiç de farklı değildir.
