Child Well-being and Family Empowerment Policies: An Analysis of Education and Social Service Practices in Turkey

Abstract

This study aims to examine the activities of public institutions and organizations in Turkey targeting socially vulnerable groups and to develop policy recommendations accordingly. Qualitative document analysis and descriptive analysis were used as the primary research methods. To understand the direct impacts of public policies on social welfare, the strategic plans and implementation results of the relevant institutions were meticulously scrutinized. The research dataset consists of annual activity reports, performance programs, budget reports, and budget presentations from institutions responsible for family affairs, education, health, justice, and migration. The multi-dimensional dataset used in the research provided the opportunity to evaluate the institutional reflections of social policy implementations from a holistic perspective. Data obtained from these official documents were coded and interpreted, revealing the core concepts and thematic relationships. These findings enabled the identification of structural problems and institutional capacity needs encountered in the delivery of public services. The research concluded that while public institutions carry out numerous activities for vulnerable groups, duplicative efforts targeting the same groups are frequently observed. Consequently, it is concluded that strong inter-institutional coordination must be ensured and activities should be supported for sustainability and dissemination.
