İLKÖĞRETİM DENETMENLERİNİN EĞİTİM VE YAŞAM İLE İLGİLİ KARŞILAŞTIKLARI SORUNLAR VE BU SORUNLARIN ÇÖZÜMÜNE İLİŞKİN ÖNERİLER

Abstract

Bu araştırmanın amacı, ilköğretim denetmenlerinin kendi algılarına göre gerek eğitim, gerekse yaşam ile ilgili kendilerini en çok zorlayan sorunların ve bu sorunların çözümüne ilişkin önerilerinin neler olduğunu saptamaktır. Bu amaçla; Diyarbakır, Batman, Malatya, Kilis ve Gaziantep İl merkezlerindeki 77 ilköğretim denetmenine anket uygulanmıştır. Verilerin analizi sonucunda, Denetmenlerin sorun olarak belirttikleri durumlar içerisinde; birinci sırada sosyo-ekonomik yetersizlikler (%24.68), ikinci sırada İlköğretim denetmenlerinin İl Milli Eğitim Müdürlüklerine bağlı olması (%23.37), üçüncü sırada ise İlköğretim denetmenlerine soruşturma görevinin verilmesi ve bunun yoğunluğu (%12.98) izlemektedir. Bu sorunların çözümüne ilişkin ileri sürdükleri çözüm önerileri ise, (1) sosyo-ekonomik açıdan durumlarının iyileştirilmesi (%24.68), (2) İlköğretim Denetmenlerinin Bakanlık Denetmenleri ile birleştirilip, Bakanlık bünyesinde örgütlenmesi veya İl Milli Eğitim Müdürlüklerinden bağımsız ve Valiliğe bağlı (özde Milli Eğitim Bakanlığı’na bağlı kalması) Bölge Denetim Kurulu’nun kurulup bu Kurul çatısı altında görev yapmaları (%23.37), (3) İlköğretim denetmenlerinden soruşturma rolünün alınması, bunun başka bir isim altında bu konuda uzmanlaşmış başka işgörenlere verilmesi (%12.98) yer almaktadır.

Problems The Inspectors of Primary Education Come Up Against Relating to Education and Life and Their Recommendation to Solve These Problems

Abstract

The aim of this research is to determine what the most compelling problems which cause the primary education inspectors to have difficulties both in education and life and their recommendation related to solving these problems according to their own perceptions. For these reason; a questionnaire was applied to 77 inspectors of primary education in the city centers of Diyarbakır, Batman, Malatya, Kilis and Gaziantep. The results of the data analysis showed that among the situations which the primary education inspectors stated as problems are as follows: the first one is social and economic inefficiency (24.68%), the second one is that they work under the inspection of the Provincial Education Directorate (23.37%), the inspectors of primary education work under the inspection of the Provincial Education Directorate (23.37%), the third one is that the duty of investigations is given to them and its intensity (12.98%). The recommendations for solving these problems that the primary education inspectors state are (1) to improve their social and economic situations (24.68%), (2) to wor with Ministry inspectors and get organized in the constition of the ministry or to found the Regional Inspection Council and have them work in this council which is in essence bound to Minisyry of National Education- (23.37%) and (3) to take the duty of inspection from the inspectors of primary education and to give it to the other personel who are competent in this work (12.98%).
