HAREKETLİLİKLERİN DÜZENLENMESİNİN VE GÖZETİMİN AVRUPA BİRLİĞİ TERİTORYASININ KURUMSALLAŞMASI ÜZERİNDEKİ ETKİSİ

Öz

Yönetimsel/siyasal örgütlenmeler, hareketliliği düzenleyerek mekânlarını diğer mekânlardan ayırmaya çalışırlar ve bu hususta denetim mekanizmaları geliştirirler. Bu süreç, birey ve birey topluluklarına fırsatlar sağlayan ve bir barınak işlevi gören teritoryanın kurumsallaşmasını belirleyen süreçlerden biridir. Özellikle modern devlet teritoryasının kurumsallaşmasında bu etki açık bir şekilde görülebilir. Benzer bir durum Avrupa Birliği için de geçerlidir. Bir yönetimsel/siyasal örgütlenme olan ve belli bir mekânı dolduran Avrupa Birliği, Birlik vatandaşlığı yoluyla belli bir gruba ayrıcalıklı olarak serbest dolaşım ve hareketlilik imkânı sağlamakta ve istenmeyen hareketlilikler üzerinde kontrol kurmaya çalışmaktadır. Bu şekilde güvenli bir hareketlilik mekânı oluşturulması hedeflenmektedir. Çalışmada Birlik kapsamında kişilerin dolaşımına ve hareketliliklerine ilişkin gerçekleştirilen düzenlemelerin ve bu hususta uygulanan teknolojik gözetime ilişkin girişimlerin Birlik teritoryasının kurumsallaşması üzerindeki etkisi analiz edilecektir.

The Effect of Regulating Mobilities and Surveillance on the Institutionalization of the European Union Territory

Öz

Polities attempt to separate their spaces from other ones by controlling mobility, and establish supervisory mechanisms on this subject. This process strengthens the institutionalization of territory which provides opportunities for individuals and groups, and serves as shelter. This effect can be especially observed in the institutionalization of the modern state territory. A similar argument is also case for the European Union. As a polity, the Union provides freedom of movement and mobility by means of citizenship, and tries to control the unwanted mobility. In this way, it is aimed to forge a secure space of mobility. The study deals with the effect of arrangements on the movement of persons and mobility, and of technological surveillance on the institutionalization of the Union territory.
