There are three aspects that make the most recent succession of new members to the European Union (EU) different from the previous membership expansion periods. These differences include more candidates than ever before, where most of the applicant countries had a level of economic development well below that of the present members. In addition to this, many of these candidates possess weak administrative capacities.
