Öz
Ülkeler açısından dış borçlar, iç tasarrufların yetersiz kalması durumunda başvurulan alternatif bir finansman yöntemidir. Yayılmacı ülkelerin tarihsel gelişiminde dış borca dayalı sermaye ihracı politikası, hegemonik alanın genişletilmesi yolunda bir tür araç niteliğindedir. Hobson Lenin tezine göre; Batı genişlemesinin temelinde finansal kapitalizmin neden olduğu sermaye ihracı baskısı yer almaktadır. Bu bakımdan sermaye ihracı baskısı, merkez çevre ilişkisinin oluşum sürecinin de önemli bir unsurudur. Osmanlı Devleti bu sürece, 17. yüzyılın sonundan itibaren mali yapısında meydana gelen sorunların Batının yükselişi ile kesişimi noktasında dâhil olmuştur. Bu çalışmada Osmanlı Devletinin dış borçlanma süreci, Hobson Lenin tezi bağlamında ele alınmaktadır. Klasik Kalkınma Kuramlarına karşıt görüşler içeren Bağımlılık Kuramları ve Modern Dünya Sistemi gibi farklı yaklaşımlar tarafından da desteklenen bu tez, Osmanlı özelinde merkez çevre ilişkileri üzerinden, tarihsel bir perspektifle değerlendirilmektedir.

Öz
For countries foreign debts are alternative financing methods preferred when domestic savings are insufficient. In the historical development of expansionist countries; capital export policy based on foreign debts, is a kind of vehicle for the enlargement of hegemonic field. According to the Hobson Lenin thesis; the pressure for capital export caused by financial capitalism is the basis of the expansion of the West. In this regard, the pressure for capital export is a fundamental element in the formation process of center periphery relationship. Ottoman Empire has taken part in this process in the concurrence of problems which occur in her economic structure till 17th century with the rise of the West. In this study, the indebtedness process of Ottoman Empire is dealt in the concept of Hobson Lenin thesis. The thesis which supported by various approaches like Dependency and The Modern World System Theories that involves opposing views to the Classical Development Theories, is examined through center periphery relationships in the case of Ottoman Empire with an historical perspective.
