Field Based Assessment of Fish Passage Performance in River Type Hydropower Plants: A Case Study from Artvin, Türkiye

Öz

Fish passages are critical hydraulic structures located at regulators in river-type hydroelectric power plants (HPPs) that facilitate upstream and downstream fish migration. In this study, the fish passages of five river-type HPP projects located in Artvin Province, Türkiye, were examined through on-site inspections. The study evaluated the types, locations, structural characteristics, and operating conditions of the fish passages. It also assessed their apparent functionality based on field observations, identified potential structural and hydraulic problems, and developed recommendations for improving their performance. The assessment revealed that all five investigated HPP projects had pool-type fish passages. Based on field observations, four fish passages appeared to be structurally and hydraulically functional, whereas one showed potential functional limitations associated with site-specific feasibility considerations, entrance configuration, and observed hydraulic conditions. These findings indicate that the presence of a fish passage alone does not necessarily ensure suitable conditions for fish migration. Its location, structural configuration, and hydraulic characteristics must also be considered in relation to the local river environment and the requirements of target fish species. The study highlights the importance of incorporating habitat characteristics and site-specific hydraulic conditions into the feasibility and design stages of HPP projects. Fish passages should be designed to accommodate the swimming and migration requirements of relevant fish species, while their operational performance should be supported by regular inspection, monitoring, and maintenance. Because the assessment was based on field observations and quantitative discharge measurements and direct monitoring of fish passage success were not available, the findings should be interpreted as a site-specific evaluation rather than definitive evidence of biological effectiveness. Overall, this study emphasizes the importance of appropriate hydraulic and ecological design in supporting fish passage functionality and ecological connectivity in river-type HPP projects.
