Filistin – İsrail Savaşı: Vergisel ve Ekonomik Yaptırımlar

Öz

1917 yılında yapılan Balfour Deklarasyonu’nu İsrail-Filistin sorununun başlangıç noktasıdır. Bir asırdan fazla Filistin-İsrail meselesi devam etmektedir. Tarih boyunca çözülemeyen tek mülteci sorunudur. Filistin-İsrail arasında birçok savaş gerçekleşmiştir. Ancak 7 Ekim 2023 tarihinde gerçekleşen saldırılar tarihin en kötü zulümlerinden biri olarak karşımıza çıkmaktadır. 7 Ekim'den bu yana Filistin’den ve İsrail'den gelen sahneler dünya çapında milyonlarca insanı rahatsız etmektedir. İsrail’in yoğun saldırıları, kısıtlamaları ve yaptırımları Filistin’i uçurumun eşiğine getirmekte ve mali çöküşle karşı karşıya bırakmaktadır. Batı ülkelerin yaptırım politikaları ise Filistin’in durumunu daha da kötüleştirmektedir. Vergisel ve ekonomik yaptırımlar Filistin Devleti’ni kurumsal ve mali anlamda uçuruma sürüklerken, insani krize yol açan yaptırımlar (açlık, susuzluk, hastalık gibi) Filistin halkının parçalanmasına neden olmaktadır. İsrail, en temel insani ihtiyaçları Filistin halkına karşı savaş silahı olarak kullanmaktadır. İsrail'in Filistin’e uygulamış olduğu soykırım savaşı, tarihin en kötü zulümlerinden biridir. Uygulanan bu yaptırımlar bir yandan Filistin ekonomisinin mali çöküşünü gerçekleştirirken, diğer yandan Filistin halkının yok olmasına neden olmaktadır. Bu kapsamda İsrail’in Filistin’e karşı uyguladığı vergisel ve ekonomik yaptırımlar çalışmamızın ana konusunu oluşturmaktadır. Çalışmada bu yaptırım türleri ayrı ayrı incelenecek ve insani krize yol açan yaptırımlarda dikkate alınarak değerlendirmelerde bulunulacaktır.
