A CONSTRUCTIVIST INTERNATIONAL RELATIONS APPROACH TO TURKEY-SYRIA RELATIONS BETWEEN 1998-2011 AND AFTER 2011

Abstract

In terms of Turkish Foreign Policy, Syria has an important place with its historical and current dimensions. Throughout history, relations between the two states have followed periodic fluctuations and these fluctuations have deeply affected bilateral relations. Bilateral relations tended to soften after the "October Crisis" in 1998 and after this date, like economic, military, social and even strategic cooperation, numerous areas of cooperation emerged between the parties. As a result of the increasing cooperation between the parties during the first ten years of the 2000s, they began to define bilateral relations with new concepts such as "strategic partnership”, “common fate" and "two states, one government" that have never been used before and both of them redefined the other as the “friend”. However, increased trust and cooperation between the parties interrupted in 2011 with the start of the Arab Spring in Syria. Today, the parties have lost all bilateral gains of the developing cooperation in the first decade of the 2000s. After 2011, important military crises took place between the two states, reciprocal economic sanctions seriously damaged economic relations and even humanitarian crises took place due to the huge influx of Syrian refugees to Turkey. In the end, the two states, which tended to define each other as "friend" before 2011, began to redefine the "other" as "enemy". After these fluctuations in bilateral relations, it has become interesting to examine Turkey's foreign policy towards Syria and Turkey-Syria relations with "social constructivist" International Relations approach and its central tenets like the roles of ideas and identities, agent-structure relations and identification between the self and other.
