System Development in Electronic Records Management in the frame of Standards and Application Examples
Abstract
Electronic Records Management Systems (EBMS) have become indispensable in carrying out the activities of institutions and organizations today. Since the characteristics are the basis of recordt activity in public institutions, it is extremely important to produce, publish, store and disposition. Today's technology makes document creation easier than the old one. However, there is almost no difference between writing and printing on a computer and then posting the signature process at a later date, such as writing a typewriter or handwriting 30 years ago. Mechanisms that have lifted this study from the inside are the EBYS systems which recorded great progress in the last 10 years. EBMS systems are systems in which paper is virtually never used in the life cycle, distribution is made instantaneously, records can be recalled within seconds if needed, and access is provided without the concept of time space. In this context, EBYS systems have vital importance today. Therefore, the designs and functional features can fully respond to the needs of the users and at the same time the security measures must always be kept on the front line

Öz
Elektronik Belge Yönetim Sistemleri (EBYS) günümüzde kurum ve kuruluşların faaliyetlerini yürütmesinde vazgeçilmez hale gelmiştir. Özellikler kamu kurumlarında belge faaliyetin temelini oluşturduğundan üretilmesi, yayımlanması, saklanması ve tasfiyesi son derece önemlidir. Günümüz teknolojisi belge oluşturmayı eskiye göre kolay hale getirmiştir. Fakat bilgisayarda yazı yazıp çıktı alarak imza sürecinin başlaması müteakiben yayımlanmasının 30 yıl önceki daktilo veya el yazısı ile yazışma yapmaktan neredeyse hiç farkı yoktur. Bu tezatı ortadan kaldıran mekanizmalar son 10 yıl içerisinde büyük ilerlemeler kaydetmiş olan EBYS sistemleridir. EBYS sistemleri evrakın yaşam döngüsü içerisinde kağıdın neredeyse hiç kullanılmadığı, dağıtımın anlık olarak yapıldığı, ihtiyaç halinde saniyeler içerisinde evrakın geri çağrılabildiği ve zaman mekan kavramı olmadan erişim sağlanan sistemlerdir. Bu kapsamda EBYS sistemleri günümüzde hayati öneme sahiptir. Dolayısıyla tasarımları ve fonksiyonel özellikleri kullanıcıların ihtiyaçlarına tam anlamıyla cevap verebilmeli aynı zamanda güvenlik önlemleri de her zaman ön planda tutulmalıdır
