The concept of unofficial economy, informal economy and the same meaning subterranean economy means that there is no official record of an economic activity even if there is actually an economic activity. The concept of informal employment, which can be explained as being in working life without complying with official regulations, is the equivalent of informal economy in business life. The aim of the study is to examine the rates of informal employment between 2014 and 2020 and to determine the state of informal employment among women in the COVID-19 pandemic. In the study, the concept of informal employment has been discussed, and information is given about its reasons and types. In addition, tables covering the years between 2014 and 2020 were created using the data of the Turkish Statistical Institute (TUIK), "Labor force status of those who are not registered with any social security institution due to their main job, by years and gender". The analyzed data consists of the number of unregistered employment of women in the agricultural and non-agricultural sectors. While the rate of informality among women was 42.2% in 2019 in Turkey, it decreased to 37.1% in 2020. While this rate was 95.7% in 2019 in the agricultural sector, it decreased to 94.3% in 2020, and it was observed that it decreased from 24.2% to 20.3% in the non-agricultural sector. In the period from March 2020 covering the COVID-19 pandemic to November 2020, when the latest data are available, it was concluded that there was a decrease in the rate of informal employment in women. The reason for this decrease was seen as the inability of unregistered employment workers who do not have the legal right to benefit from the aid provided by the state within the scope of the pandemic.
