Assessment of Urban Preservation in Japan and It’s Role in the Development of Local Community: Sawara Important Preservation District for Groups of Historic Buildings

This article aims to introduce Japanese urban conservation practice where current city planning approaches are implied successfully. Powerful private ownership rights defined in Constitution, Civil Law and Urban Planning Law, which makes necessary to take approval of property owners cause implementation of communicative, deliberative, participatory and collaborative methods to build consensus. Preservation of historic urban environment and traditions is used as tool for machizukuri (town / community making) activities to establish local pride and solidarity between local people. Therefore Japanese urban conservation is more focused on continuation of tradition both in physical and social terms than the preservation of historicity and authenticity of physical environment. Long consensus building process creates different participation, governance, partnership models and contributes to development of democracy beside formation of good living environment and economical development. Data about historic, economic and social development of case sudy area of Sawara Important Preservation District for Groups of Historic Buildings, past and present preservation, revitalization and management activities was obtained by analysing of written documents, maps, local preservation ordinance and preservation plan, unpublished results of inquiries done by the municipality. Data collection was also carried out by interviewing key persons

Japonya’da Kentsel Koruma ve Yerel Toplumun Gelişimindeki Rolü: Sawara Önemli Tarihi Bina Grupları Koruma Alanı

Öz

Bu yazıda, Japonya Anayasası, Medeni Kanunu ve Kent Planlama Kanunu’nda tanımlanan güçlü özel mülkiyet haklarının mülk sahiplerinin rızasının alınması zorunluluğunu getirmesi nedeniyle; uzlaşma sağlamaya yönelik katılım, müzakere, işbirliği ve iletişime dayalı yöntemlerin uygulandığı tarihi çevre koruma pratiği tanıtılmaktadır. Tarihi çevre ve geleneklerin yerel gurur ve dayanışmayı artırarak machizukuri (yerleşme / toplum yaratma) etkinlikleri için araç olarak kullanılması, Japonya’da kentsel koruma pratiğinin fiziki çevrenin özgün maddesel varlığının korunmasından ziyade, fiziksel ve sosyal anlamda geleneklerin sürdürülmesine odaklanmasını sağlamaktadır. Uzun uzlaşma süreci, toplumun çevresel değerler ve ekonomik anlamda gelişimini sağlamanın yanı sıra yeni katılım, yönetişim ve ortaklık biçimlerinin oluşmasına ve en nihayetinde demokratik sivil toplumun gelişimine katkı koymaktadır.Bu çalışmada örnek inceleme yöntemi benimsenerek uzun bir koruma geçmişine sahip olan Sawara Önemli Tarihi Bina Grupları Koruma Alanı örnek alan olarak irdelenmektedir. Bu yazıda sunulan bilgi ve değerlendirmeler, alanın tarihi, ekonomik ve sosyal gelişiminin yanı sıra alandaki geçmiş ve güncel koruma, yeniden canlandırma ve yönetim etkinliklerine ilişkin yazılı kaynak ve haritalarla birlikte, yerel koruma mevzuatı ve koruma planlama sürecinin incelenmesine koşut anahtar kişilerle yapılan sözlü görüşmelerden elde edilmiştir
