Öz

Güney Afrika’nın 29 Aralık 2023 tarihinde İsrail’in soykırım suçu işleyip işlemediğinin tespiti yönünde Uluslararası Adalet Divanı’na yaptığı başvuru birçokları tarafından şaşırtıcı bulunmuştur. Ancak Güney Afrika’nın İsrail ile ilişkilerinin tarihi analiz edildiğinde bunun ani bir hamle değil; iki devlet arasındaki ilişkilerin evrimi ile uyumlu bir durum olduğu anlaşılmaktadır. Apartheid döneminde iki devlet arasındaki ilişkiler yakınlaşarak uluslararası yaptırımlar karşısında ittifak düzeyine ulaşmıştır. Ancak demokratik dönemde önce Güney Afrika ile Filistin Yönetimi arasında yöneticilerin dostluklarına dayanan bir yakınlaşma yaşanmış ardından 2000’lerde İsrail ile ilişkiler gittikçe gerginleşmiştir. Son on beş yılda ise İsrail yoğun şekilde apartheid ile özdeşleştirilmiştir. Bu makale Güney Afrika’nın Uluslararası Adalet Divanı’na yaptığı başvuruyu iki devlet arası ilişkilerin tarihi perspektifinde analiz etmektedir.

RELATIONS OF THE REPUBLIC OF SOUTH AFRICA WITH THE STATE OF ISRAEL AND THE GENOCIDE CASE FILED AGAINST THE STATE OF ISRAEL

Öz

The Application made by the Republic of South Africa to the International Court of Justice on 29 December,2023 to determine whether the State of Israel committed the crime of genocide was found surprising by many. However an analyse of the history of the Republic of South Africa's relations with the State of Israel shows that this was not a sudden move; but a situation concordant with the evolution of relations between the two states. During the apartheid period, relations between the two states became closer and reached the level of an alliance in the face of international sanctions. During the democratic period, rapprochement between the Republic of South Africa and the Palestinian Authority based on the friendship of the administrators has been experienced. Then relations between the Republic of South Africa and the State of Israel became increasingly tense in the 2000s. In the last fifteen years, Israel has been intensely identified with apartheid. This article analyses the application made by the Republic of South Africa to the International Court of Justice from the perspective of the history of relations between the two states.
