COMPREHENSIVE ANALYSIS OF THE BELT AND ROAD INITIATIVE AND COUNTERMEASURES: THE UNITED STATES, PARTNERSHIP FOR GLOBAL INFRASTRUCTURE AND INVESTMENT AND OTHER ALLIANCES

Öz

This study aims to determine whether the United States and its foreign policy towards China are capable of reversing the enlarging influence of China within the Asian continent and on global scale through the Belt and Road Initiative and economic statecraft. In this respect, alternative initiatives such as the B3W and the PGII are investigated based on their reach and international inclusiveness to obtain a comparative result. Further, additional alliances and partnerships such as the Quad and the AUKUS along with regional ones targeting Beijing and its increasing capabilities, are also assessed. In this context, the effectiveness of countering policies and initiatives are presented. In this context, the BRI and its reach are detailly analysed in order to make a comparison with alternative infrastructure projects. Accordingly, designs under main initiatives are included such as the main BRI corridors and the PGII constructions. Responsive policies of the United States which target China and its rise are provided and their effectiveness is assessed. Standing of the European nations and their attitude towards the Chinese initiatives are other impactful drivers included. In addition, regional tensions particularly in Asia are also influential regarding distinct approaches of various countries. Quadrilateral Security Dialogue and the AUKUS also play an important role based on hard power mechanisms which put them in a different position from the infrastructural projects and initiatives. Therefore, such alliances and other partnerships between nations are examined because of their relevance with the Chinese rise and relations between Washington and Beijing.
