AVRUPA BIRLIĞI – RUSYA İLIŞKILERINDE İNSAN HAKLARI

Öz

Avrupa Birliği, uluslararası politikanın diğer
birçok aktörü gibi dış ilişkilerinde bazı ilkelerle
hareket etmektedir. Normatif bir güç olarak
tanımlanan Avrupa Birliği için dış politikada en
önemli ilkelerden biri de insan haklarıdır. Avrupa
Birliği-Rusya ilişkilerinde de insan hakları
konusu belli noktalarda gündeme gelmektedir.
Bu çerçevede çalışmada öncelikle Avrupa Birliği-
Rusya ilişkilerindeki insan haklarının önemi
aktarılmıştır. Sonraki bölümde ise, insan hakları
alanındaki sorunlar ve bu alandaki muhtemel
fırsatlar incelenmiştir. Avrupa Birliği ve Rusya
kıyaslandığında, Avrupa Birliği-Rusya ilişkilerinde
insan hakları konusunu çeşitli girişimlerle
gündeme getiren tarafın Avrupa Birliği olduğu
görülmektedir. Rusya ise daha ziyade tepkisiz
kalarak insan haklarının ilişkide önemli bir rol oynamasına
izin vermemektedir. Sonuç olarak, Avrupa
Birliği’nin Rusya bağlamında insan hakları
alanında geliştirdiği kurumsal mekanizmaların
ve maddi yardımların çoğu zaman başarısızlıkla
sonuçlandığı görülmüştür.
