TÜRK DEVLETLERİ TEŞKİLATI: YAPAY ZEKÂ İLE ENTEGRASYON VE KALKINMA PERSPEKTİFLERİ

Öz

Bu çalışmada yapay zekânın Türk Devletleri Teşkilatı (TDT) açısından stratejik önemi vurgulanmaktadır. Modern dünyada, küresel eğilimlerin ve siyasal değişimlerin zemininde, bağımsız devletlerin kendi başlarına güçlü kalabilmeleri giderek zorlaşıyor. Türk devletleri açısından ortak bir ittifak kurmak stratejik ve ekonomik açıdan büyük önem taşıyor. Sovyetler Birliği'nin dağılmasının ardından Türk dünyasının bütünleşmesi daha da aciliyet kazandı. Çalışmada, Türkiye ittifakının önündeki başlıca engeller ortaya konuyor. Bunlar arasında ortak bir dilin olmaması, farklı yönetim modelleri ve İslam'ın etkisi yer alıyor. Birliğin sağlanması için milli Türk ideolojisinin geliştirilmesi, tek dilin oluşturulması, demokrasinin güçlendirilmesi şarttır. Yapay zekâ bu süreçte önemli bir rol oynayabilir, dil engellerinin aşılmasına ve entegrasyonun hızlandırılmasına yardımcı olabilir.
Çalışmada, yapay zekânın katkılarıyla yeni Türk Devletleri Teşkilatı’nın hukuki, ekonomik ve kültürel temellerin güçlendirilmesi için gerekli hususlar önerilmektedir. Azerbaycan, Kazakistan, Kırgızistan, Özbekistan ve Türkiye'nin halen üye olduğu TDT’na potansiyel olarak Türkmenistan, Macaristan ve KKTC’nin üye olabilecekleri değerlendirilmektedir.
Yapay zekânın da yardımıyla daha güçlü ve sürdürülebilir bir entegrasyon modeli oluşturabilir ve dünya liderliğine aday ülkeler arasında hak ettikleri yeri alabilir (toplam beş üye ülkenin ve fiili liderliği elinde bulunduran ülke veya ülkeler ittifakının verileri analiz edilmiştir).
