Kırgızistan'daki Parlamento Partilerinin ŞİÖ Entegrasyonuna Katılımı Etkilemedeki Rolleri ve Mekanizmaları Üzerine Bir Çalışma

Öz

Bu makale, Kırgızistan'daki parlamento partilerinin ülkenin Şanghay İşbirliği Örgütü'ne (ŞİÖ) entegrasyon sürecine katılımını hangi mekanizmalar aracılığıyla etkilediğine odaklanmaktadır. Sorun-Kurum-Güç ara düzey çerçevesinden yararlanılarak, ilgili teoriler bütünleştirilmekte ve analiz için vaka karşılaştırma yöntemi benimsenmektedir. Çalışma, parlamento partilerinin ŞİÖ ile ilgili dış politikaya üç ana kanal aracılığıyla dört temel mekanizma (Konuya Uyum, Kurumsal Uyum, Güç Dengeleme ve Risk Önleme ve Kontrol) aracılığıyla katıldığını gösteriyor. Bu mekanizmaların uygulanması, konu özelliklerine bağlı olarak fikir birliği oluşturma, çıkar pazarlığı ve müzakere yoluyla uyum sağlama gibi farklı özellikler göstermektedir. Siyasi partilerin rolü sınırlı ancak kritik öneme sahiptir; parti sistemindeki eksiklikler ve aşiret parçalanması gibi iç faktörlerin yanı sıra büyük güç rekabeti ve kurumsal örtüşme gibi uluslararası faktörler tarafından kısıtlanmaktadır;

A Study on the Roles and Mechanisms of Parliamentary Parties of Kyrgyzstan in Influencing Participation in SCO Integration

Öz

This paper focuses on the mechanisms through which parliamentary parties in Kyrgyzstan influence the country’s participation in the integration of the Shanghai Cooperation Organisation (SCO). Supported by the Issue–Institution–Power meso-level framework, it integrates relevant theories and adopts the case comparison method for analysis. The study shows that parliamentary parties participate in SCO-related foreign policy through four core mechanisms—Issue Adaptation, Institutional Adaptation, Power Balancing, and Risk Prevention and Control—via three major channels. The application of these mechanisms presents differentiated features of consensus-building, interest bargaining, and negotiated adjustment depending on issue attributes. The role of political parties is limited but crucial, constrained by domestic factors such as defects in the party system and tribal fragmentation, as well as international factors including major-power rivalry and institutional overlap; the construction of network power serves as the core path to break through these constraints. This paper improves the application of the meso-level framework in transitional countries, enriches the research perspectives on the SCO, and provides empirical references for relevant stakeholders to optimize cooperation strategies.
