Avrupa Birliği’nin Yeni Orta Asya Stratejisi: Tarihsel Sürece Genel Bir Bakış Gelecek için Bir Yansıma ve Gündem Belirleme

Öz

AB ve Orta Asya arasındaki ilişkilerin kendine özgü bir tarihi ve gelişme düzeni vardır. Orta Asya ülkelerinin Avrupa Birliği ile olan karşılıklı ilişkileri diğer uluslararası örgütlerle olan ilişkilerinden oldukça farklıdır. Bu nedenle de makalede ikili ilişkilerdeki mevcut duruma özel bir önem verilmekte ve ikili ilişkilerin kamu diplomasisi araçlarıyla geliştirilmesi önerilmektedir. Bu makale, halihazırda gelişmekte olan AB'nin Orta Asya'ya Yönelik Yeni Stratejisi ile bağlantılı olarak hazırlanmıştır. Bundan dolayı öncelikle AB ve OAC arasındaki 27 yıllık ilişki yeniden gözden geçirilmeye çalışılmakta, mevcut sorunlar ve sonuç vermeyen alanlar tespit edilmekte ve bu konulara bilimsel bulmaya uğraşılmaktadır.

The European Union’s New Central Asia Strategy: Time for Historical Overview Reflection and Agenda Setting for the Future

Öz

The relations between the European Union (EU) and Central Asia (CA) have a peculiar history and development trends. The mutual relations of Central Asia states with the European Union differ from relations with other international organisations. This article pays close attention to the current state and proposes to upgrade these relations through enhancement of public diplomacy tools. Therefore, it primarily tries to re-assess the 27-year old history between the EU and CA, in order to identify existing problems and areas of inefficiency and help find solutions to the issues through academic and scientific instruments.
