Debates on Slavery in the Late Ottoman Period: The Role of Guaze Magazine and Circassian Elites in Ending Circassian Slavery

With the exception of a few high-quality studies in the literature, the topic of slavery in the Ottoman Empire has not been addressed in sufficient depth. The role of slavery in Ottoman history, its functions, the processes of enslavement, and the transportation of enslaved people into Ottoman territories have not been evaluated in detail. In particular, there is a significant gap in the literature regarding the 19th century, when slavery began to re-emerge in both social and administrative contexts. While African slavery was outlawed in Europe beginning in the 1840s, led by the anti-slavery movement spearheaded by Britain, “white slavery” emerged as a result of a massive population movement from the North Caucasus to the Ottoman Empire. From the mid-19th century onwards, the institution of slavery became a major focus for the Ottoman state and society due to the growing enslaved population. Circassian slavery, a form of what is known as “white slavery,” remains a largely unexplored area in both English and Turkish scholarship. Among the reasons for this are the perception that slavery never existed in society, the reluctance of historians to engage with the subject, and the fact that the effects of this institution have been largely erased from Türkiye’s collective memory. This study examines the place of Circassian slavery within broader Ottoman debates on slavery and explores how the harsh conditions faced by the Circassians during their exile from the North Caucasus to the Ottoman Empire transformed the institution of Circassian slavery. It further demonstrates how the process of abolishing slavery evolved into a protracted and contested process, largely because Ottoman bureaucratic institutions were not the sole actors determining the course of abolition. Disagreements within the Ottoman bureaucracy and the failure to make and implement a clear decision regarding slavery led to numerous practical difficulties. This article examines, through sources such as the Ottoman Archives and the Guaze Journal published by the Circassian Mutual Aid Society, the impact of debates over the abolition of slavery in the late Ottoman period on the Circassian community, as well as the pioneering role played by the Circassian elites.

Osmanlı’da kölelik konusu literatürdeki az sayıdaki nitelikli çalışma dışında yeteri kadar kapsamlı bir şekilde ele alınmamış bir konudur. Köleliğin Osmanlı tarihindeki yeri, kullanım alanları, köleleştirme süreçleri ve kölelerin Osmanlı coğrafyasına taşınması konuları detaylı bir şekilde değerlendirilmemiştir. Özellikle köleliğin hem toplumsal hem de idari anlamlarda tekrar görünür olmaya başladığı 19. yüzyıla dair literatürde büyük bir eksikliğin olduğundan söz edilebilir. Afrika köleliği, İngiltere’nin başını çektiği kölelik karşıtı hareket ile 1840’lardan itibaren Avrupa’da yasaklanırken Kuzey Kafkasya’dan Osmanlı Devleti’ne yönelik gerçekleşen büyük bir nüfus hareketinin sonucu olarak beyaz kölelik görünür bir hale gelmiştir. 19. yüzyılın ortalarından itibaren köle nüfusunun artması nedeniyle kölelik kurumu Osmanlı Devleti ve toplumunun gündemine yoğun bir şekilde girmiştir. Beyaz kölelik olarak bilinen kölelik türü kapsamında bulunan Çerkes köleliği benzer bir şekilde hem İngilizce hem de Türkçe literatürde kapsamlı biçimde incelenmemiş bir alandır. Bu durumun nedenleri arasında, köleliğin toplumda sanki hiç var olmamış gibi algılanması, tarihçilerin mesafeli durması ve Türkiye’deki toplumsal hafızadan bu kurumun etkilerinin büyük ölçüde silinmiş olmasının etkisi vardır. Bu çalışmada Osmanlı’daki genel kölelik tartışmalarında Çerkes köleliğinin nasıl bir yeri olduğu ve Çerkeslerin Kuzey Kafkasya’dan Osmanlı’ya sürgünleri sırasındaki zor şartların Çerkes köleliğini nasıl değiştirip dönüştürdüğü incelenecektir. Köleliğin sonlandırılma sürecinde Osmanlı bürokratik kurumlarının tek karar verici olmamalarından ötürü köleliğin sonlandırılma sürecinin nasıl daha ağır ilerleyen meşakkatli bir sürece evirildiği gösterilecektir. Osmanlı bürokrasisinin kendi arasındaki anlaşmazlıklar ve kölelik konusuyla ilgili net bir kararın verilip hayata geçirilmemiş olması uygulamada birçok aksaklık yaşanmasına sebep olmuştur. Bu makalede Osmanlı Arşivleri ve Çerkes Teavün Cemiyeti tarafından çıkarılan Guaze Dergisi gibi kaynaklar üzerinden Osmanlı’nın son döneminde köleliğin kaldırılma tartışmalarının Çerkes toplumunda nasıl bir etkisi olduğu, Çerkes elitlerinin nasıl öncü bir rol izlediği incelenecek temel hususlardır.
