TÜRK KAMUOYUNDA ULUSLARARASI ÜNİVERSİTELER BİRLİĞİ İKİNCİ GENEL KONFERANSI (İSTANBUL, 19-23 EYLÜL 1955)
Öz
Dünya üniversiteleri arasındaki iş birliğinin geliştirilmesi amacını taşıyan Uluslararası Üniversiteler Birliği’ne yönelik ilk somut adım, 1948 yılında, Türkiye’nin de yer aldığı bazı Avrupa ve Amerika üniversitelerinin temsilcilerinin Utrecht’te yaptıkları hazırlık toplantısıyla atılmıştır. Ardından Uluslararası Üniversiteler Birliği, 1950 yılında Nice’te gerçekleştirilen ilk konferans sırasında kurulmuştur. Bu konferansta seçilen 14 kişilik Yönetim Kurulu’nda Türkiye’den de üye bulunmaktaydı. Ayrıca bu konferans sırasında birliğin ikinci genel konferansının Türkiye’de yapılmasına karar verilmiştir. Bu karar doğrultusunda, Uluslararası Üniversiteler Birliği İkinci Genel Konferansı 19-23 Eylül 1955 tarihlerinde İstanbul’da gerçekleştirilmiştir. Konferans öncesinde oluşturulan bir komite aracılığıyla gerekli hazırlıklar yürütülmüştür. 19 Eylül 1955’te açılan konferansa 41 ülkeye mensup üniversite delegesi katılmıştır. Konferansta Türkiye’yi o gün faaliyette bulunan İstanbul Üniversitesi, İstanbul Teknik Üniversitesi ve Ankara Üniversitesi rektörleri temsil etmiştir. İstanbul Teknik Üniversitesi’nde gerçekleştirilen oturumlarda üç ana başlık üzerinde durulmuştur. Bu bağlamda öğretmenlerin, doğa bilimleri araştırmacılarının ve ulusal yaşamı idare edenlerin yetiştirilmesinde üniversitelerin etkisi tartışılmıştır. Bu konular, oluşturulan üç komisyonda görüşülmüş, ardından komisyonların hazırladıkları raporlar son oturumda toplu bir şekilde ele alınmış ve bir sonraki konferansın Meksika’da yapılmasına karar verilmiştir. Son oturumda ayrıca, Uluslararası Üniversiteler Birliği başkanı ile Yönetim Kurulu seçimleri yapılmış ve Türk üyeler Yönetim Kurulu’nda yer almaya devam etmişlerdir. Oturumlar sırasında öne çıkan konular içerisinde, üniversite özerkliği de yer almıştır. Bu konu, o sırada Demokrat Parti ile üniversiteler arasında yaşanan gerginliğin etkisiyle, Türk kamuoyunda da önemli ölçüde tartışılmıştır. Bu açıdan söz konusu konferans, Türk üniversitelerinin dünya üniversiteleriyle iş birliği sağlamaları açısından bir adım teşkil etmiş, Uluslararası Üniversiteler Birliği’nin Türkiye’ye verdiği değeri göstermiş ve üniversite özerkliğinin önemini bir kez daha ortaya koymuştur. Bu çalışmada, Uluslararası Üniversiteler Birliği İkinci Genel Konferansı’nın faaliyetleri ağırlıklı olarak birinci el kaynaklar ışığında incelenmiştir.

TTHE SECOND GENERAL CONFERENCE OF THE INTERNATIONAL ASSOCIATION OF UNIVERSITIES IN TURKISH PUBLIC OPINION (ISTANBUL, 19-23 SEPTEMBER 1955)

The first concrete step toward the establishment of the International Association of Universities, which aimed to promote cooperation among universities worldwide, was taken in 1948 with a preparatory meeting held in Utrecht by representatives of several European and American universities, including those from Türkiye. Subsequently, the International Association of Universities was established during its first conference, held in Nice in 1950. Among the 14 members elected to the Executive Council at this conference, there was also a representative from Türkiye. It was also decided at this conference that the Association’s Second General Conference would take place in Türkiye. In line with this decision, the Second General Conference of the International Association of Universities was held in Istanbul between 19 and 23 September 1955. The necessary preparations were carried out through a committee established prior to the conference. University delegates from 41 countries participated in the conference, which opened on 19 September 1955. Türkiye was represented at the conference by the rectors of Istanbul University, Istanbul Technical University and Ankara University which were the universities operating at the time. During the sessions conducted at Istanbul Technical University, three main topics were examined. Within this framework, the influence of universities on the training of teachers, natural sciences researchers and leaders in national life was examined. These matters were deliberated in three committees, after which the reports prepared by the committees were considered collectively at the final session and a decision was taken to hold the next conference in Mexico. In the final session, elections were also held for the President of the International Association of Universities and for the members of the Executive Council and the Turkish members continued to serve on the Executive Council. University autonomy was among the prominent issues discussed during the sessions. This issue was also extensively debated in the Turkish public opinon, influenced by the tensions that existed at the time between the Democrat Party and the universities. From this perspective, the conference in question constituted a significant step toward fostering cooperation between Turkish universities and universities worldwide, demonstrated the value that the International Association of Universities attached to Türkiye and once again underscored the importance of university autonomy. In this study, the activities of the Second General Conference of the International Association of Universities are examined primarily in the light of primary sources.
