The aim of this study is to analyze the effectiveness of Public Work Programme (PWP) in practice in Kars province. The study covers 263 people working in the city center of Kars in the scope of PWP in 2019. The questionnaire and face to face interview technique were used with 164 samples selected to represent this universe. In the study in which easy sampling method was used, a scale containing the expressions related to PWP was used. Cronbach's Alpha value of the scale, which was created according to the relevant literature, was calculated as 0.936. According to the results of the study, it is seen that the PWP applied in Kars is different from the practices in the world, and it is only intended to provide short-term income support. Although it has short-term positive effects such as morale, motivation and participation in working life, it is seen that it has negative effects in the long term. Transparency and audit problems in purchases within the program constitute an obstacle in reaching the main target audience. In addition, it was observed that the participants did not gain any qualification to compete in the labor market after the program. Therefore, the lack of necessary vocational or technical training shows that the shortage of staff needed by the labor market is neglected. As a result, it is possible to say that the program conceals unemployment in the long term, although it is used to combat unemployment in a short time.
