Göçmenlerin Entegrasyonuna İlişkin Olarak Siyasi Liderler ve Ev Sahibi Topluluk Üyeleri Arasındaki Etkileşimlerin Politik Psikolojisi

Öz

Günümüzde pek çok ülkede ortaya çıkan göç sorunu, ülkelerin; sosyal, kültürel ve ekonomik yapılarını etkilemektedir. Bundan dolayı, ülkeler, bu sorunu çözmeye yönelik politikalar geliştirmektedir. Geliştirilen bu politikaların başında da gruplar arası olumlu temasları hedefleyen entegrasyon politikaları gelmektedir. Entegrasyon politikalarıyla birlikte göçmenler ve ev sahibi topluluk üyeleri arasında sosyal, kültürel ve ekonomik uyum sağlanabilmektedir. Fakat, ev sahibi toplumda yürütülen siyasi liderlik süreci bu uyumu doğrudan veya dolaylı bir şekilde etkileyebilmektedir. Nitekim, bu çalışmanın amacı, göçmenlere yönelik oluşan tutumlarda siyasi liderler ile ev sahibi topluluk üyeleri arasındaki etkileşimlerin önemini ortaya koyup; göçmenlerin entegrasyonu noktasında bu etkileşimlerin rolünü kuramsal olarak incelemektir. Bu noktada, lider ve takipçileri arasında dinamik bir ilişki öne süren kimlik liderlik modeli ve grup süreçleri önemli olmaktadır. Sonuç olarak, siyasi liderlerin entegrasyon sürecini etkilediğini gösteren çalışmaların olduğunu ama bu çalışmaların teorik çerçevelerinin yeterince açık olmadığını söyleyebiliriz. Yine, siyasi liderlerin, göçmenleri genel olarak grup çıkarı ve grup normu çerçevesinde değerlendirdiğini ve ev sahibi topluluk üyelerini bu grup süreçleri üzerinden etkilediklerini gözlemledik. Bu noktada, siyasi liderlerin, grup çıkarına ilişkin olarak ekonomik tehditleri ön plana aldıklarını; grup normuna ilişkin olarak da daha çok sembolik ve kimlik düzeyindeki tehditleri ön plana aldıklarını ortaya koyduk. Dolayısıyla, siyasi liderlerin entegrasyon sürecini etkilediğini, olumlu bir entegrasyon süreci için kimlik liderliğin önemli olduğunu; kimlik liderlik sürecine uygun davranan siyasi liderlerin olumlu bir entegrasyonun sağlanmasında daha fazla etkili olduğunu söyleyebiliriz.

The Political Psychology of Interactions between Political Leaders and Host Community Members

Öz

The migration issue that has arisen in many countries today impacts the social, cultural, and economic structures of those countries. For this reason, countries are developing policies aimed at solving this issue. These developed policies are integration policies that target positive intergroup contacts. With integration policies, social, cultural, and economic cohesion can be achieved between migrants and host community members. However, the political leadership process conducted by the host society can directly or indirectly affect this harmony. Indeed, the aim of this study is to highlight the importance of interactions between political leaders and members of the host community in shaping attitudes towards immigrants, and to theoretically examine the role of these interactions in the integration of immigrants. At this point, the identity leadership model and group processes become important. There are studies indicating that political leaders affect the integration process, but the theoretical frameworks of these studies are not sufficiently clear. We have observed that political leaders assess immigrants generally within the framework of group interests and group norms, influencing members of the host community through these group processes. At this point, we have revealed that political leaders emphasize economic threats in relation to group interests, while they highlight more symbolic and identity-level threats concerning group norms. Therefore, we can say that political leaders affect the integration process, that identity leadership is important for a positive integration process, and that political leaders who behave in accordance with the identity leadership process are more effective in ensuring a positive integration.
